Charles E. Payne, 96, of Clearwater, FL, formerly of Sopchoppy, FL, passed away Oct. 2, 2018. He was a US Army veteran of WWII and retired from Florida Power. Charles is preceded in death by his wife of 64 years, Frances and is survived by 2 daughters, Bunny Dutton, Marie (Anthony) Adams; a brother, Joseph; 5 grandchildren and 12 great-grandchildren.
