Glenn Michael Garte, age 80, of Clearwater, Florida passed away peacefully with family on March 27, 2026, in Dunedin, Florida leaving behind a legacy defined by service, integrity, creativity, and deep commitment to others.
Glenn was born on May 30, 1945, in Boston, Massachusetts. His family relocated to south Florida in 1950 where he lost his father, when Glenn was 10 years old. Those years shaped Glenn’s resilience, curiosity, and lifelong appreciation for hard work and self-discipline.
Glenn was a devoted husband to Marilyn Garte for 58 years, with whom he shared a life rooted in partnership, service, and the pursuit of lifelong passions. Together they raised their daughter, Ginger, who survives him and lives in Apollo Beach, Florida. Glenn and Marilyn made their home in Clearwater, Florida.
A man of remarkable discipline and achievement, Glenn earned full scholarships for a Bachelor of Science in Civil Engineering and a Master of Science in Structural Engineering from Tulane University, followed later with a Master of Public Administration from American University. He also completed a nuclear shielding certification from University of Hawaii and was assigned to Mount Weather near Washington D.C.
Glenn proudly served his country as a United States Naval Officer, attaining the rank of Lieutenant, before embarking on a 27-year career in federal service. His work spanned multiple national and international agencies, including leadership roles within the Department of Commerce – National Oceanic & Atmospheric Administration (NOAA), where he led complex, high-level programs vital to security, safety, and national emergency preparedness. For 25 years Glenn held a Top-Secret Security Clearence, a testament to the trust placed in him and the integrity with which he lived his life. His favorite projects were the G.A.T.E project and one which culminated in a project to acquire and assure operation of aircraft hurricane hunter reconnaissance systems for improved national preparedness (NOAA/USAF). He retired from Federal Service in 1994 at the age of 48.
Retirement did not slow Glenn down, it re-energized him. A lifelong believer in giving back-he continued with renewed purpose of service. Glenn served in numerous leadership roles, his favorite, President of the Ultimar One Condominium Association and the Ultimar HOA, where his engineering and steady leadership were instrumental in resolving major structural, legal, and environmental challenges. He also served on the Clearwater City Library Advisory Board for two decades, contributed to the development of the city’s main library, founded and led police voluntary patrols in Largo and Clearwater, and represented local condominium communities in regional alliances. In recognition of his service, he was awarded the “Key to the City” of Clearwater.
Glenn found purpose in his community, but artistic passion filled his heart. Introduced to painting as a teen, art became the enduring creative force of his life. Once in Clearwater Beach he established an art studio and had several public art gallery exhibits, painted extensively in acrylics + oils, gave his art to family and cherish friends throughout the country. Glenn maintained an active artistic presence and generously shared his talents by teaching art classes weekly as a volunteer for fourteen years. He was also a self-taught musician and played piano and guitar by ear, enjoyed wood carving, pursuits that reflected his thoughtful, expressive spirit.
Glenn will be remembered as a pillar of the community, principled brilliant leader, a visionary artist, generous mentor, and a man who believed deeply in giving back to his community and family.
His life leaves and enduring imprint through the institutions he strengthened, the art he created and the family he deeply loved.
He will be profoundly missed.
